The Pricing and Rates Manager performs rate analyses using statistical and financial methods after analyzing reports on running totals of power and water production. The incumbent reviews rates for conformity to regulations and compiles data pertaining to operating costs, revenues, electric power, and water production and usages by classes of service.
Essential Duties and Responsibilities:
- Analyzes reports on running totals of power produced by the various generating units and water produced by the desalination plants and well fields.
- Reviews generation and transmission charts and graphs to show trends in sales and operating costs of revenue of company.
- Makes rate analyses applying statistical and financial methods to calculate rate formulas.
- Analyzes and interprets trends to assist in planning budgets, conferring with management and department heads.
- Compiles data from various power and water consumption reports.
- Reviews rate investigation reports, analyses of billings, and rate assignments for completeness to conformity to regulation.
- Evaluates qualifications to establish just and reasonable market rates.
- Forecasts electric and water sales by classes of services using econometric and other projecting tools.
- Recommends and initiates promotions, transfers, suspensions, terminations or other personnel actions.
- Evaluates employees work performance and recommends means by which their skills can be improved.
Required Knowledge, Skills, and Abilities:
- Knowledge of the theory, principles, practices and procedures of rate analyses.
- Ability to analyze generation and transmission charts and graphs
- and calculate rate formulas and makes appropriate recommendations.
- Ability to develop policies and procedures to improve the efficiency of the Pricing and Rates unit.
- Ability to analyze cost of service studies and design rate structures and tariffs.
- Ability to establish just and reasonable market rates.
- Ability to prepare complex reports.
- Ability to make oral and written presentations in a clear and concise manner.
- Ability to establish and maintain effective working relationships with all persons contacted during the course of work.
- Knowledge of PC and different software applications, including Excel.
Education and Experience:
Graduation from an accredited college or university with a Bachelor’s degree in accounting, finance, economics or engineering and six (6) years of progressively responsible experience in a utility environment. Excellent knowledge of utility operations and accounting as well as the utility regulatory process.
