The Oregon Department of Fish and Wildlife is looking for a Water Quality/Quantity Program Manager to develop, and coordinate implementation of policies/plans/programs to maintain ecosystems and habitats that support fish and wildlife populations. The Water Quality/Quantity Program is involved in many water issues that can directly or indirectly affect fish and wildlife. This includes commenting on applications for water use that may impact streams, reviewing and conducting instream flow studies, and reviewing hydroelectric applications. What you will do:

 • Direct the policy responsibilities and administrative functions of the Water Quality and Quantity Program. Develop, coordinate and implement policy and programs, directly through subordinates, for the integration of fish and wildlife protections in the state’s water resources permitting and supply processes, in-stream water rights, hydroelectric power development and operations, and water quality planning.

 • Serve as principal Department representative on state and federal water planning and policy development workgroups to move forward policies and actions that protect, restore and enhance fish, wildlife and habitats. Determine necessary Department involvement and strategies for resource protection. Provide policy consultation and technical guidance to Department leadership and field staff on habitat conservation issues and concerns arising out of water resources programs. 

 • Present and provide guidance related to policy decisions and technical guidance to Department staff, Fish & Wildlife Commission, the Governor’s Office and the Legislature, along with other state, federal, tribal and local governments and interest groups on water resource issues, policies and processes. Organize workshops for Department personnel to train and provide information. Represent ODFW’s position regarding water-related concerns as they relate to fish, wildlife and habitats. Represent the Department as a policy negotiator, and expert witness regarding legal disputes, contested case hearings, and litigation in issues related to the program.

 • Supervise staff. Prepare, analyze and monitor program budget. Recommend budget allocation to division administrator. Develop and monitor grants as they relate to the program.
