GENERAL DESCRIPTION: Performs supervisory and professional engineering work in the field or office in connection with investigation, development, design, construction and maintenance of public works projects under the direction of the County Engineer.

Participates in the development and implementation of policies and procedures, rules and regulations in accordance with local, State and Federal requirements;
Plans and coordinates major program activities, including a variety of types of public works;
Assures compliance with legal regulations, prescribed specifications and construction inspections;
Prepares and reviews plans, specifications and preliminary and final costs estimates;
Prepares maintenance and/or construction contracts;
Conducts inspections and studies of a special nature where engineering problems exist;
Acts as a County liaison with the State Department of Transportation and other regulatory agencies;
Performs technical studies of a variety of problems and projects;
Implements the Board's policies, ordinances and recommendations;
Participates in the preparation of federal and state grant, loan and permit applications pertaining to public works projects;
Attends meetings, workshops and seminars when authorized or directed;
Prepares regular and special reports;
Performs related duties as required.

ESSENTIAL PHYSICAL SKILLS: Speaking, hearing, reading, editing, detailed inspection, standing, walking, sitting, lifting up to 20 pounds, bending and stooping.
ENVIRONMENTAL CONDITIONS: Work is primarily performed in an office environment however county wide travel is required to facilitate duties.
KNOWLEDGE OF: Engineering principles and practices; modern methods used in the design and construction of a wide variety of public works projects including transportation, drainage,
water, wastewater, solid waste, development and environmental permitting; approved standards of safety as related to designs and specifications; surveying, CADD and computer design.
ABILITY TO: Plan, organize and supervise professional and technical subordinates; establish and maintain effective working relationship with engineers, contractors, state and other officials, employees and general public.
SKILLS: Speak and write effectively; prepare complex and technical written and oral reports.
MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with major course work in Civil Engineering. Four years professional engineering experience, two years of which must have been in a supervisory capacity; registration as a professional Engineer in the State of Florida.
LICENSE: Applicant must possess a valid Driver’s License at the date of hire and maintain said license while employed in this position.

The Engineering Department of Santa Rosa County provides technical support to all county operations and departments. Services include: design and construction document preparation; engineering planning; environmental and regulatory permitting; inspection for multiple county projects involving - airport infrastructure, county owned water and wastewater systems, hazard mitigation, industrial park infrastructure improvements, roadway improvements, stormwater management, traffic management and control systems, surveying, commercial site plans and subdivision developments.
Additionally, all c...ommercial site plans and subdivision developments are reviewed to determine potable water, and wastewater concurrency and compliance with the county’s stormwater requirements with the Land Development Code. The Department reviews four submittal phases - preliminary plat, construction plans, final plat, paved road and drainage maintenance of subdivision developments and makes recommendations to the Board of County Commissioners for each phase of development. All subdivisions are submitted directly to the Engineering Department while commercial site plans are submitted directly to Development Services.
